Networks for the exchange and/or sharing of genetic data are developing in many countries. We focus here on the situations in the US and France. We highlight some recent and remarkable differences between these two countries concerning the mode of access to, and the storage and use of genetic data, particularly as concerns two-sided markets and dynamic consent or dynamic electronic informed consent. This brief overview suggests that, even though the organization and function of these two-sided markets remain open to (...) criticism, dynamic e-IC should be more widely used, especially in France, if only to determine its real effectiveness. Biological evolution provides a creative fount of complex and subtle adaptations, often surprising the scientists who discover them. However, because evolution is an algorithmic process that transcends the substrate in which it occurs, evolution’s creativity is not limited to nature. Indeed, many researchers in the field of digital evolution have observed their evolving algorithms and organisms subverting their intentions, exposing unrecognized bugs in their code, producing unexpected adaptations, or exhibiting outcomes uncannily convergent with ones in nature. Such stories routinely reveal (...) creativity by evolution in these digital worlds, but they rarely fit into the standard scientific narrative. Instead they are often treated as mere obstacles to be overcome, rather than results that warrant study in their own right. The stories themselves are traded among researchers through oral tradition, but that mode of information transmission is inefficient and prone to error and outright loss. Moreover, the fact that these stories tend to be shared only among practitioners means that many natural scientists do not realize how interesting and lifelike digital organisms are and how natural their evolution can be. To our knowledge, no collection of such anecdotes has been published before. This paper is the crowd-sourced product of researchers in the fields of artificial life and evolutionary computation who have provided first-hand accounts of such cases. It thus serves as a written, fact-checked collection of scientifically important and even entertaining stories. In doing so we also present here substantial evidence that the existence and importance of evolutionary surprises extends beyond the natural world, and may indeed be a universal property of all complex evolving systems. We show a faithful restriction theorem among infinite chains which implies a reconstructibility conjecture of Halin. This incite us to study the reconstructibility in the sense of Fraïssé and to prove it for orders of cardinality infinite or ≥ 3 and for multirelations of cardinality infinite or ≥ 7, what improves the theory obtained by G. Lopez in the finite case. For this work we had to study the infinite classes of difference which have to be a linear order of (...) type ω, ω* or ω* + ω; this complete the theory made by G. The practice and development of modern medicine requires large amounts of data, particularly in the domain of cancer. The future of personalized medicine lies neither with “genomic medicine” nor with “precision medicine”, but with “data medicine”. The establishment of this DM has required far-reaching changes, to establish four essential elements connecting patients and doctors: biobanks, databases, bioinformatic platforms and genomic platforms. The “transformation” of scientific research areas, such as genetics, bioinformatics and biostatistics, into clinical specialties has generated a new vision (...) of care. Molecular tumor boards are one response to these changes and are now providing better access to next-generation sequencing and new cancer treatments to patients with inoperable or metastatic cancers, and those for whom the usual treatment has failed. However, MTB face a crucial ethical challenge: maintaining and improving the trust of patients, clinicians, researchers and industry in academic medical centers supported by private or public funding rather than providing genetic data directly to private companies. We believe that, in this era of DM, appropriate modern digital communication networks will be required to maintain this trust and to improve the organization and effectiveness of the system. There is, therefore, a need to reconsider the form and content of informed consent documents at all academic medical centers and to introduce dynamic and electronic informed consent. (shrink)

In this paper, we use an experimental design to compare the performance of elicitation rules for subjective beliefs. Contrary to previous works in which elicited beliefs are compared to an objective benchmark, we consider a purely subjective belief framework. The performance of different elicitation rules is assessed according to the accuracy of stated beliefs in predicting success. We measure this accuracy using two main factors: calibration and discrimination. For each of them, we propose two statistical indexes and we compare the (...) rules’ performances for each measurement. The matching probability method provides more accurate beliefs in terms of discrimination, while the quadratic scoring rule reduces overconfidence and the free rule, a simple rule with no incentives, which succeeds in eliciting accurate beliefs. Nevertheless, the matching probability appears to be the best mechanism for eliciting beliefs due to its performances in terms of calibration and discrimination, but also its ability to elicit consistent beliefs across measures and across tasks, as well as its empirical and theoretical properties. The third volume of Bucer's _Correspondance_ covers the years from 1527 to 1529. In this period the reformer played an increasing part in Strasbourg, while his renown started growing abroad. In Strasbourg he was put in charge of the St. Thomas parish, located closer to the city center. Along with his colleagues he appealed relentlessly to the City Council for a stricter moral discipline, for struggle against anabaptism and celebration of the mass, which was suspended on February 20, 1529. Moreover (...) he engaged in great activity in publishing five important biblical commentaries. Outside Strasbourg he intensified his evangelical propaganda in countries speaking romanic languages. His active involvement in the Berne disputation in January 1528 helped him make contact with the European Reformation. In the disastrous sacramentary strife he continued taking part in advocating concord between the protestant theologians. That is why he joined Philip von Hessen in setting up the Marburg colloquium. Faced with whose partial failure, he did his best to encourage Zwingli's project of a defensive alliance among evangelical cities in Switzerland and in the South-West of Germany, called the “Burgrecht”. Sense of Agency (SoA) is the subject of growing attention. It corresponds to the capacity to claim authorship over an action, associate specific consequences with a specific action, and it has been claimed to be a key point in the development of consciousness. It can be measured using the Sense of Agency Scale (SoAS), originally proposed by Tapal et al. (2017), who distinguished it into two-factor: Sense of Positive Agency (SoPA) and Sense of Negative Agency (SoNA). This study reports on (...) the first adaptation of the SoAS into another language, French. For this French version of the Sense of Agency Scale (F-SoAS), we analyzed responses from a sample of 517 native French-speakers. Our results indicate that the scale has good psychometric properties. Factor analysis confirm the same two-factor model as Tapal et al. (2017). However, some items were removed due to insufficient loadings with factors, leading to a short version of the scale (7-item). Furthermore, we observed gender differences that are consistent with findings in the literature. Specifically, women report higher SoNA scores and lower SoPA scores than men. We conclude by discussing possible uses and future directions for the scale. (shrink)

Conventional economic theory assumes that agents should be consistent across decisions. However, it is often observed that experimental subjects fail to report consistent preferences. So far, these inconsistencies are almost always examined singly. We thus wonder whether the more inconsistent individuals in one task are also more inconsistent in other tasks. We propose an experiment in which subjects are asked to report their preferences over risky bets so as to obtain, for each subject, three measures of inconsistencies: classical preference reversals, (...) framing effects and preference instability. In line with previous experimental findings, subjects are largely inconsistent according to each of these three measures and there are considerable individual differences. The main result is that we find no correlation among these three measures of inconsistency. (shrink)

Our aim is to analyze the position of the leader in relation to the ethical dimension of truth-telling within the organization under his/her control. Based on Michel Foucault’s study of truth-telling, we demonstrate that the role of the leader toward the corporation and the imperative of organizational performance place the leader in an ambiguous position: he/she is obliged to take the lead in “telling the truth” internally and externally, but also to bear the consequences of this “truth-telling” for the organization (...) and for himself/herself. In this process of construction and implementing the truth, the leader is organizer and figurehead of the corporation’s truth-telling practices: determining the frontiers between truth that can be said and that which should remain hidden, both inside and outside the corporation; establishing a dialogue based on truth ; guaranteeing that the rules of truth-telling are respected; and offering a truth which is compatible with the firm’s economic and ethical interest. Invested with the authority—the office—of managing truth within the corporation, the leader can be considered to be the “Chief Truth Officer.” From this perspective, we demonstrate that this role requires specific skills, like courage and practical wisdom. Ce que la postérité a retenu de Georg Wilhelm Friedrich Hegel tient en une formule simple et cependant énigmatique : Hegel aurait prétendu achever la métaphysique en instituant un "idéalisme absolu", qui ne serait autre que l'expression éhontée d'un subjectivisme sans limite. Or, dans son oeuvre publiée (pour ne rien dire de ses cours), Hegel consacre des développements très détaillés à l'objectivité et à la connaissance empirique. Cela est vrai de la Logique, de la Philosophie de la Nature et de (...) la Philosophie de l'Esprit. Il s'en suit une série de questions. Que signifie l'expression "objectivité de la pensée" chez Hegel? S'agit-il de l'objectivité visée par la pensée ou de la réalité objective de la pensée elle-même? Le génitif est-il objectif ou subjectif? Et s'il était à la fois l'un et l'autre? A partir de ces questions, il s'agit de comprendre l'idéalisme hégélien dans son rapport au monde et d'interroger son actualité. Thinking through other minds encompasses new dimensions in computational psychiatry: social interaction and mutual sense-making. It questions the nature of psychiatric manifestations in light of recent data on social interaction in neuroscience. We propose the concept of “social physiology” in response to the call by the conceivers of TTOM for the renewal of computational psychiatry.

La réflexion philosophique, dont l'ouverture à l'univers dans lequel nous nous découvrons - avec une acuité proportionnelle à un étonnement renouvelé - n'a pas de limites, n'en est que plus tributaire des sciences et des techniques, des arts et de multiples activités qui régissent plus ou moins fructueusement notre expérience. Or, au sein des sciences humaines, privilégiées pour éclairer une condition que nous ne saurions cesser d'interpréter, peu d'oeuvres du dernier siècle auront enrichi en le précisant notre être-au-monde, comme la (...) théorie linguistique de Gustave Guillaume, assez solitaire, et les recherches multiformes de Jean Piaget - où la psychologie de l'enfant a souvent occulté la visée épistémologique et son enracinement biologique (cf Biologie et connaissance, 1967) et ses prolongements pédagogiques, voire éthiques. Le Cinquantenaire et le Trentenaire de leur disparition appelaient un hommage d'autant plus impératif qu'ils sont restés marginaux ou ignorés dans les milieux philosophiques, malgré la centralité de leurs élucidations. Leur commune orientation génétique et structurale n'ayant suscité aucun échange, pendant la contemporanéité de publications d'un tiers de siècle (1923-1960), mesurer leur complémentarité s'impose d'autant plus. S'ils peuvent aider à repenser la condition humaine, c'est qu'ils auront contribué à dissiper le "mystère de la pensée". L'un cherchant à habiliter les caractères systématique et cinétique des langues, irremplaçables moyens de penser ; l'autre dans un vis-à-vis cognitif et opératoire de Freud, en relavant sur les plans épistémologique et logique, notamment, l'élan révolutionnaire de la seconde modernité, autour de l'évolutionnisme. Mais les thèmes majeurs du constructivisme, du schème et de la symbolisation - et plus largement du temps et du langage - auront sans doute aidé à spécifier les mutations autorisées par la révolution critique. Entre l'Instant du je parle et un décentrement exigible pratiquement (éthique) comme théoriquement (épistémique), c'est bien la condition humaine dans son ensemble qui est concernée. Si repenser cette Condition s'impose en permanence, il importe de ne pas manquer des oeuvres qui, par-delà toute mode, proposent à notre expérience des fondations résistant à d'inéluctables vicissitudes. Son oeuvre est contemporaine de la querelle de l'aristotelisme qui gagne la faculte de theologie, et du bouleversement de l'histoire theorique qui l'accompagne. Quelle est la cause efficiente de la pensee? D'ou vient l'intelligible necessairement present dans l'ame qui pense? C'est a cela que repondent les neuf premieres parties du chapitre sept du De anima, ecrit vers 1240. La noetique de (...) Guillaume d'Auvergne, complexe, s'y deploie et sensiblement se demarque de l' augustinisme avicennisant qui traditionnellement la caracterise. L'ame, dans son rapport au sensible, est principium agens, lectrice, en tant qu'elle pense, d'un livre dont elle-meme est l'auteur, et dont la verite se passe en partie de l'illumination divine. Depuis plusieurs années, on constate que les sciences suscitent une tenace convoitise de la part de mouvements qu'on peut qualifier du terme générique de " spiritualistes ". Notre environnement culturel est en grande partie technoscientifique ; il leur faut donc investir cet espace pour diffuser encore et toujours des thèses pourtant éculées : l'existence d'un Plan cosmique ou divin, l'ordonnancement du monde par une intelligence transcendante, la fin du darwinisme, le principe anthropique fort... Ces mouvements, aux contours très divers, présentent (...) néanmoins une véritable unité de visée et de pensée, quand il s'agit pour eux de " montrer " que la science la plus en pointe rejoint les intuitions fondatrices des religions instituées ou des spiritualités moins organisées. Ainsi, foi et science deviendraient les deux faces indissociables de la " connaissance ". Beaucoup considèrent avec condescendance ces errements, ce qui leur évite de s'interroger avec force sur les symptômes d'une société qui voit se déliter les idées des Lumières, certainement améliorables mais en tout état de cause, d'une inestimable pertinence pour un projet de connaissance universelle, D'autres pensent qu'il est vraiment temps d'agir. C'est la raison d'être de cet ouvrage, issu du colloque organisé au Muséum national d'histoire naturelle par Jean Dubessy et Guillaume Lecointre, et préfacé par Jacques Bouveresse. Rassemblant une quinzaine de contributions, ce livre combat une pensée qui, sous prétexte de " ré-enchanter le monde ", n'a d'autre but que de subordonner la connaissance objective de ce monde à son projet irrationaliste, en la faisant ployer sous le fardeau de l'ineptie et de l'imposture intellectuelle. Les auteurs de cet ouvrage se sont donné pour tâche de relire l'œuvre de Giorgio Agamben en refusant de la convertir en simple objet d'analyse. Ils essayent plutôt d'entendre " l'héritage de la puissance " à laquelle la littérature comme phénomène semble nous engager, en retraçant un chemin dont les haltes se situent au cœur de la méditation agambenienne sur notre époque : l'avènement possible d'un sujet qui descendrait d'une " puissance pure ", irréductible à l'identification, dépouillé de toute substance, (...) sinon du mouvement par lequel il s'approprie lui-même en tant que puissance sans objet. Chacun des auteurs tente ainsi de potentialiser certaines propositions d'Agamben à partir de ce qu'on appelle " littérature ". Comment, à l'heure où celle-ci semble faire l'épreuve d'une neutralisation de son destin historique, penser sa relation au temps messianique? Au moment où plusieurs œuvres se vouent au recueillement de l'innommé, de l'insignifiant et des heures mortes comme au seul territoire qui leur serait préservé, comment penser l'articulation philologique entre le reste et la résistance? Pourrait-on conférer à la littérature un statut d'exception politique, voire de zone d'anomie constitutive du politique? In the 1990s, large insurance companies failed in virtually every major market, prompting a fierce and ongoing debate about how to better protect policyholders. Drawing lessons from the failures of four insurance companies, When Insurers Go Bust dramatically advances this debate by arguing that the current approach to insurance regulation should be replaced with mechanisms that replicate the governance of non-financial firms.Rather than immediately addressing the minutiae of supervision, Guillaume Plantin and Jean-Charles Rochet first identify a fundamental economic (...) rationale for supervising the solvency of insurance companies: policyholders are the "bankers" of insurance companies. But because policyholders are too dispersed to effectively monitor insurers, it might be efficient to delegate monitoring to an institution--a prudential authority. Applying recent developments in corporate finance theory and the economic theory of organizations, the authors describe in practical terms how such authorities could be created and given the incentives to behave exactly like bankers behave toward borrowers, as "tough" claimholders. Rosa Luxemburg est une des principales représentantes du marxisme occidental. Le présent article vise à donner quelques éléments précis sur l’histoire de la réception de Rosa Luxemburg dans différents pays. Outre la France, où elle bénéficia d’une réception particulièrement remarquable, il est question dans cet article de l’appréciation de son œuvre dans les deux Allemagnes pendant la guerre froide (1949-1989), en URSS, mais aussi aux États-Unis et au Brésil. Sans prétendre à l’exhaustivité, l’article présente donc un panorama du « luxemburgisme (...) » à l’échelle internationale. (shrink)

Dans la médecine occidentale, le patient fut longtemps conçu comme un enfant à sauver, incapable ne serait-ce que de recevoir, de manière raisonnable, le savoir du médecin. Après la seconde Guerre Mondiale, la découverte des expérimentations scientifiques intolérables menées sur l’homme, mais aussi le vent libéral et individualiste des années 60, le progrès des biotechnologies, la démocratisation des savoirs ont favorisé l’émergence d’un nouveau paradigme et d’une nouvelle discipline : la bioéthique. Aujourd’hui, le médecin ne peut plus imposer son traitement (...) au malade, il doit, par respect de son autonomie, chercher à obtenir son consentement libre et éclairé. Les normes médicales et sociales, autrefois coercitives, voire transcendantes, sont aujourd’hui discutées et interrogées au regard des préférences et des valeurs individuelles. Des comités d’éthique pluridisciplinaires sont chargés de prendre en compte les demandes des patients qui ne cessent de bousculer les normes établies. (shrink)

BackgroundAt the start of 2021, oncologists lacked the necessary scientific knowledge to adapt their clinical practices optimally when faced with cancer patients refusing or reluctant to be vaccinated against COVID-19, despite the marked vulnerability of these patients to severe, and even fatal forms of this new viral infectious disease. Oncologists at Foch Hospital were confronted with this phenomenon, which was observed worldwide, in both the general population and the population of cancer patients.MethodsBetween April and November 2021, the Ethics and Oncology (...) Departments of Foch Hospital decided to investigate this subject, through an empirical and interdisciplinary study in bioethics. Our scientific objective was to try to identify and resolve the principal bio-ethical issues, with a view to improving clinical practices in oncology during future major pandemics of this kind, from a highly specific bio-ethical standpoint. We used a mainly qualitative methodological approach based on questionnaires and interviews.ResultsIn April 2021, 29 cancer patients refused or were reluctant to be vaccinated. Seventeen of these patients said that making vaccination mandatory would have helped them to accept vaccination. In October 2021, only 10 cancer patients continued to maintain their refusal. One of the main reasons for the decrease in refusals was probably the introduction of the “pass sanitaire” in July 2021, which rendered vaccination indispensable for many activities. However, even this was not sufficient to convince these 10 cancer patients.ConclusionWe identified a key bio-ethical issue, which we then tried to resolve: vaccination policy. We characterized a major tension between “the recommendation of anti-COVID-19 vaccination” and “free will”, and the duty to “protect each other”. Mandatory vaccination, at least in France, could resolve this tension, with positive effects on quality of life, or survival, in cancer patients initially refusing or reluctant to be vaccinated, but only if collective and individual scales are clearly distinguished. One of the fundamental questions raised by Ruchkin, Grafman, Cameron, and Berndt's (Ruchkin et al.'s) interpretation of no distinct specialized neural networks for short-term storage buffers and long-term memory systems, is that of the link between perception and memory processes. In this framework, we take the opportunity in this commentary to discuss a specific working memory task involving percept formation, temporary retention, auditory imagery, and the attention-based maintenance of information, that is, the verbal transformation effect.

We agree with MacNeilage's claim that speech stems from a volitional vocalization pathway between the cingulate and the supplementary motor area (SMA). We add the vocal self- monitoring system as the first recruitment of the Broca-Wernicke circuit. SMA control for “frames” is supported by wrong consonant-vowel recurring utterance aphasia and an imaging study of quasi-reiterant speech. The role of Broca's area is questioned in the emergence of “content,” because a primary motor mapping, embodying peripheral constraints, seems sufficient. Finally, we reject (...) a uniquely peripheral account of speech emergence. (shrink)
